Everyone needs to have the fresh air and windy when they are going to the beach,I saw many people still smoking and smoking without care the others people.Why?

I've never actually seen anyone smoking on the beach, and I live on the beach...
But I guess it's like a commercial tourist thing? Where I live we respect the beaches because they are our homes and our lives. :) I surf almost everyday and couldn't imagine anyone smoking on the beach.
