Dating question? Preferably for guys in college?

Met a guy this halloween because I am friends with his brother. We eventually have been talking everyday for a month now. We went on 3 dates and he kissed me on the 4th. He seems really shy sometimes but I may be wrong.

The main problem here is that he always hints at doing stuff with me, but never actually says "hey let's do this today".. he hints, and I have to be the one to ask him if he wants to come over and he always does.

One thing that mainly bothers me is that he takes forever to texts back. I'm talking like 1-3 hours. It frustrates me because we can never make plans because he takes so long to respond and the day just flies by. I have joked around with him about it before and he just laughs. He's not into technology or his phone a lot (says his brother). But whenever his phone rings when he is with me, he does check it. When he does respond, they are long texts and showing interest in me, so it confuses me. There have been times when he checks my stories on snapchat, but hasn't responded to my texts.

Why does he take so long to respond and doesn't initiate hanging out plans? He hasn't had a gf in like 4 years bc he is always busy with school but he has a lot of free time on his hands. I went out yesterday and he said "you should've invited me bc I just stayed home".. I'm so confused.. Help :/?
